I think that it is important for the narrative of the film because, during a heat wave, most people choose to stay inside with windows open to cool the air inside. Due to this fact, Mr Jefferies can see everything that is happening in his neighbourhood.

Is it ok that Jefferies is spying on people? Is it the same as how social media and shopping apps spy on our lives today?

Unfortunately, it is not ok to spy on other people, but nowadays everybody spies on everybody. For example, social media and shopping apps spy on us but in a different way. If we speak about something that we want to buy, the next minute we check our phone we see advertisements about that thing we want to purchase. In Mr Jefferies' case, he is spying on his neighbours just because he was injured and stuck in his home.

Is Jefferies a spectator watching his own film through the rear windows?

I would say Mr Jefferies was watching a series instead of a film, kind of like a new day a new episode.
